Insurance Plans We Accept in Ontario, California
ACT Family Counseling is contracted with the health plans below and bills them directly. This list was last confirmed with our billing office on 4 September 2026. Telehealth appointments are available anywhere in California, and in person at our Ontario, Rancho Cucamonga, Huntington Beach and Newport Beach offices.
Kaiser Permanente
Does Kaiser cover therapy? Kaiser plans include mental health benefits, and ACT has been a contracted Kaiser Permanente provider for more than twenty years — our clinicians have seen thousands of members in that time. Kaiser behavioral health can be delivered by an outside contracted practice like ours, billed to Kaiser in the ordinary way. There is more on our Kaiser Permanente page.

Medi-Cal managed care — IEHP and L.A. Care
Does Medi-Cal cover therapy? It does — but which plan administers it decides where you can be seen, and that is where most of the confusion sits. ACT is contracted with Inland Empire Health Plan (IEHP) across Riverside and San Bernardino counties, and with L.A. Care in Los Angeles County. Both are Medi-Cal managed care plans. We are not contracted with fee-for-service Medi-Cal.
Most Medi-Cal members here are in a managed care plan rather than fee-for-service, so if your card says IEHP or L.A. Care, you are in. Not sure which you have? Call the number on your card, or ask us and we will check. IEHP mental health referrals to outside providers are routine, and we take them.
UnitedHealthcare
Does UnitedHealthcare cover therapy? Yes, and ACT holds the contract. UnitedHealthcare therapy benefits are usually administered through Optum, its behavioral health arm — so the card in your wallet and the name on the benefits letter often differ. You do not need to work out which applies; our staff does that before your first session.
Optum / United Behavioral Health
Optum behavioral health is how most UnitedHealthcare members’ mental health care is actually managed, and it also administers benefits for some employer plans that carry no UnitedHealthcare branding at all. ACT is contracted with Optum and United Behavioral Health directly, so either route reaches us.
Anthem Blue Cross of California
Does Anthem Blue Cross cover therapy? Anthem Blue Cross of California plans carry mental health benefits and ACT is a contracted provider. Anthem behavioral health benefits vary more than most between employer groups — session limits and whether an authorization is needed first are not the same across two Anthem cards — so we verify yours before you come in.
Blue Shield of California
Does Blue Shield cover therapy? Yes. ACT is contracted with Blue Shield of California — Direct. Blue Shield therapy benefits are usually straightforward, and members can be seen in person at any of our offices or by telehealth anywhere in the state.

Health Net and MHN
Does Health Net cover therapy? Yes. MHN — Managed Health Network — is Health Net’s behavioral health subsidiary, and ACT is contracted with both, so a Health Net card and an MHN card are equally fine here. Health Net counseling benefits differ between commercial and Medi-Cal lines, which we confirm before booking.

TRICARE and Military OneSource
Does TRICARE cover therapy? Yes, and ACT is a contracted TRICARE provider, as well as taking Military OneSource. Service members, veterans and their families can be seen at any office or by telehealth anywhere in California. TRICARE behavioral health referrals do not always need to go through a primary care manager — ask us and we will check your line.
Aetna
Does Aetna cover therapy? Yes. ACT has been an Aetna-contracted practice for years. Aetna counseling and behavioral health benefits are billed directly, and your copay and any session limit are confirmed with Aetna before your first appointment rather than discovered afterwards.
Cigna
Does Cigna cover therapy? Yes — ACT is contracted with Cigna. Cigna therapy benefits are administered through its behavioral health network, and appointments are available in person or by telehealth across California.
Carelon Behavioral Health
Carelon Behavioral Health is the current name for what many people still know as Beacon Health Options or ValueOptions. If your paperwork carries either of those older names, it is the same organisation and ACT is contracted with it. Carelon therapy benefits are billed the same way.
Humana
Does Humana cover therapy? Humana members can be seen at ACT. Humana behavioral health benefits vary between employer plans, so we check what yours asks of you before your first session. Note that ACT is not contracted with Medicare.
If your plan is not on this list
It does not automatically mean we cannot bill it. Some plans we have worked with are not listed here because we are re-confirming them with the insurers. Ask us and we will check before you book.

Being contracted with a plan and knowing what your particular policy asks of you are two different things — deductibles, session limits and whether an authorization is needed first all vary between policies bought under the same insurer’s name. Our administrative staff verifies your benefits before your first session, so you know what to expect beforehand rather than afterwards.
